We have an opening for a Division Leader to manage and provide leadership, direction, and oversight for the Division's broad ranging institutional functions including recruiting, employment, scholar and visitor programs, immigration services, relocation services, change of station, and deaf interpreting services. As member of the Directorate management team, you will ensure that practices follow Lawrence Livermore National Laboratory's (LLNL) policies and procedures, Contract 44 requirements, Department of Energy (DOE), National Nuclear Security Administration (NNSA) requirements, and applicable state and federal regulations and laws. This position is in the Staffing and Employee Engagement Division.
Essential Duties
Plan, direct and manage the operations of the Staffing and Employee Engagement Division leading staff of 31; develop and execute new programs and initiatives.
Ensure compliance with DOE and NNSA policies, procedures, requirements, and applicable federal and state regulations, laws, and requirements.
Provide leadership, oversight and performance management to the division's exempt and non-exempt personnel.
Contribute to the development and implementation of the SHRM directorate policies, procedures, and processes.
Advise LLNL senior management on a broad range of institutional functions that impact the Laboratory.
Participate in SHRM's strategic planning process, formulating organizational goals and objectives, including the development of marketing strategies for programs and services.
Oversee, develop, direct, and implement Division personnel functions, programs, procedures, performance metrics, and workforce plans.
Manage Division budget in collaboration with the Directorate Resource Analyst and determine appropriate staffing levels to meet deliverables.
Perform other duties as assigned.
Essential Qualifications
BS in Business Administration, Human Resources, or a related field and/or an equivalent combination of experience and training.
Extensive experience in a management or supervisory role in Human Resources, with demonstrated comprehensive knowledge of Human Resources practices and operations.
Demonstrated extensive knowledge in the multiple areas of Human Resources such as Recruiting, Employment, Scholar and Visitor Programs and Immigration Services.
Extensive effective experience leading, managing, and supervising a diverse group of professionals and non-exempt staff.
Extensive experience with strategic planning, workforce planning, managing budgets, organizational dynamics, and establishing strategic and operational goals.
Extensive knowledge of and experience interpreting and applying state and federal regulations, laws, and requirements as they relate to Human Resources.
Demonstrated strong interpersonal and communications skills, both verbal and written, necessary to effectively explain, direct, present, advise, negotiate, and influence all levels of management, both internal and external to the Laboratory.
Demonstrated advanced organizational problem solving and decision making skills necessary to independently interpret, advise, recommend and approve actions, and implement solutions.
Desired Qualifications
MS/MA/MBA degree in Business Administration, Human Resources or a related field.
Demonstrated extensive knowledge and understanding of related LLNL, DOE, and NNSA policies, procedures and operating practices.
Knowledge of and experience interpreting Lawrence Livermore National Laboratory (LLNL) policies and procedures, Contract 44 requirements.

Anticipated Clearance Level:
Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

The check will bounce and the victim is left responsible.
