Computer Engineer

As a Computer Engineer you will:
Provide advice and direction on design, development, and maintenance of computer equipment and interfaces, and support software, system requirements, and design of computer systems. Give advice and direction on software specifications, evaluation of contract work and establishment of test requirements and validation procedures to measure performance quality and reliability. Support the principal EM technical expert advisor/resource in SQA matters pertaining to EM site nuclear safety practices and field implementation and performance to provide interpretation of SQA and regulatory requirements, and establish nuclear safety policy and guidance criteria for EM facilities. Participate in, lead, or oversee QA and SQA assessments and supports the identification of weaknesses, the identification of corrective actions and programs for continuous improvement in the designated area of assignment. Review, interpret, develop, and approve nuclear QA/SQA orders, policies, standards, and documents for EM sites. Provide guidance on models of computation, performance measures, and systems architecture types and levels of representation; architecture of high-speed systems, interconnection structures, centralized and distributed control, data-driven architectures, and parallel programming languages; computer software concepts such as data representation, data structures, file systems, operating systems, computer languages, software development methodologies. SPECIALIZED EXPERIENCE REQUIREMENTS Specialized experience at the GS-11One year of specialized experience equivalent to the GS-9. Examples of specialized experience include developing and managing computer science and/or computer engineering projects, such as network design, network communications theory, systems security, security architecture, network intrusions and/or security management techniques. Communicate ideas concepts, methods, analyses, evaluations and recommendations in convincing manner, either by oral or written means of communication to both technical and management group with clarity. Contribute to the evaluation and resolution of methods and processes required to assure product quality to SQA and nuclear QA problems related to EM site operations and activities. Apply various methods and techniques for analyzing and effecting corrective action on complex quality problems. Use of computer hardware and software and integration of the full range of applications of theories, principles, practical concepts, processes and methods of quality assurance programs and SQA requirements. OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR A combination of specialized experience and graduate education beyond the first two years of graduate study. Specialized experience at the GS-13 One year of specialized experience equivalent to the GS-12. Examples of specialized experience include developing and managing computer science and/or computer engineering projects, such as network design, network communications theory, systems security, security architecture, network intrusions and/or security management techniques. Contribute to the evaluation and resolution of a variety of highly complex and controversial SQA and nuclear QA problems related to Federal and contractor operations and activities. Interact and communicate with contractors, stakeholders, and other internal and external organizations. Experience with Federal and other regulatory and national/internal standards organizations and their functional capabilities to coordinate engineering SQA issue resolution activities, develop strategies, and program planning. Manage the efforts of management/subject matter experts in projects to evaluate the quality and implementation of nuclear safety policies impacting nuclear facilities and activities. Use of QA principles and federal nuclear QA requirements, regulations, standards, policies and procedures to ensure that the appropriate safety, SQA, and quality features and best practices are used in implementing requirements and standards. GS-11 Knowledge of, and skill in applying SQA theories, concepts, principles and methodologies of a variety of engineering disciplines sufficient to research, analyze, interpret, evaluate and carry out routine conventional assignment to accomplish developmental assignments utilizing basic techniques, procedures, and methods. Knowledge of evaluating conventional plans, designs, design specifications and related documentation. Ability to perform analyses and interprets and explains basic computations and calculations for unknown factors or relationships primarily in matters of a factual nature. Knowledge of project management principles, methods, and techniques as well as earned value management system, project reporting and analysis processes. GS-13 Broad professional knowledge of multidisciplinary engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment in order to formulate, execute, advise on and explain recommendations or solutions to modify standard practices, equipment, devices, processes, and techniques and resolve a wide variety of complex problems. Expert knowledge of software quality assurance requirements, with site-specific knowledge of EM facilities to ensure that appropriate safety and quality features as well as best practices in implementing requirements and standards are considered. Expert knowledge of the most advanced management, quality assurance and SQA principles to serve as a recognized SQA expert and analyst for nuclear QA programs. Skill in managing the efforts of management, or subject matter experts in projects proposed to evaluate the quality and implementation of safety policies impacting nuclear facilities and activities. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
