General Engineer/Physical Scientist

As a General Engineer/Physical Scientist (Program Manager), you will:
Provide oversight of a large number of projects involving Sandia National Laboratories (SNL) facilities most of which are multi-year research and development projects revolving around state-of-the art engineering and scientific technology. Provide staff assistance to the Assistant Manager for Programs (AMP), in the overall planning and direction of assigned SNL programs by assessing the effectiveness with which the contractor meets its obligations, particularly in the area of baseline management. Participate with Sandia National Laboratories (SNL) and Department of Energy/National Nuclear Security Administration (DOE/NNSA) Headquarters program and Sandia Field Office (SFO) staff in the overall planning and implementation of activities for assigned energy and national security programs. Consult with and provide technical support to senior professionals, top level scientists, engineers and technical specialists within the NNSA, laboratories, governmental agencies, industry and universities to help ensure and sustain U.S. national security. SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience at or equivalent to the next lower NNSA pay band or GS grade level (EN-00, NN-02, NQ-02 or GS-12) in Federal Service. Specialized experience for this position is defined as experience performing a full range of program management functions including planning, directing and evaluating program activities; developing program goals, objectives and requirements; and/or developing operation plans for program execution. Knowledge of baseline management methods, techniques and procedures in order to evaluate the effectiveness of a diverse range of energy and national security Research & Development (R&D) programs. Knowledge of technical management in R&D fields in order to plan, organize, control, review, and approve work in state-of-the art energy and national security, and to resolve complex problems. Ability to communicate in written and oral form to all levels of DOE/NNSA management, field and Albuquerque Complex managers, program representatives, contractors, and private industry on a variety of topics to include implementation of new processes and procedures, interpretation of legislation and cross-cutting program issues; conduct of formal negotiations and policy resolution; and delivery of formal presentations or program review findings. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
