General Engineer / Physical Scientist
As an Environmental Restoration Project Manager, you will:
Assesses and provides performance results to LFO and to the Department of Energy (DOE) and/or National Nuclear Security Administration (NNSA); deals with a significant commitment of financial resources, new and untested technologies Project goals and milestones; negotiates with federal, state, and local regulatory agencies on legally enforceable cleanup standards and remedies to environmental cleanup problems. Conducts walkthrough inspections of the CERCLA program remediation facilities for the purposes of identifying hazards, incidences of non-compliance with regulations, standards, and guidelines, as well as identifying potential problem areas. Conducts oversight of the LLNL Management and Operations (M&O) contractor executed CERCLA projects while managing complex and technologically challenging ER projects at both LLNL Sites. To function effectively as the Project Manager for major environmental restoration projects requiring the use of new and untested technologies to resolve novel technical issues of national consequence. Knowledge of federal, state and local environmental laws, regulations, and enforcement actions, including CERCLA, the Superfund Amendments and Reauthorization Act (SARA), the Clean Water Act (CWA), the Safe Water Drinking Act (SDWA), the Resource Conservations and Recovery Act (RCRA), the Toxic Substances Control Act (TSCA), the National Environmental Policy Act (NEPA), the Atomic Energy Act (AEA), the Clean Air Act (CAA), the Endangered Species Act (ESA) and related environmental regulations. Knowledge of government and agency contractual and funding policies rules, regulations, relationships, and administrative processes sufficient to develop and procure services, serve as the manager and coordinator for active and proposed projects to be contracted out and to develop and justify operating and capital budget requests. Skill in analyzing and evaluating engineering designs, systems, specifications, and operations, narrative and technical reports, concepts, technical options, budget documents, data bases, and related sources of information to managing a complex technical project. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade/Band:
