Criminal Investigator

1. Works with the TECH OPS Special Agent-in-Charge (SAC) and Information Technology (IT) Specialist to develop the technical operations program, to include surveillance, monitoring, and tracking devices. Works with TECH OPS SAC and IT Specialist to develop a radio maintenance, training, tracking and development program. Develops policy and SOP to govern programs. 2. Develops training criteria/plans for tech equipment, radios, tech gear, and trains agents in use of tech equipment, radios, surveillance gear, and tech gear. As needed, travels to operational locations and field sites to support general law enforcement operations, conduct training and familiarization, and to assist with OPS plans. 3. Conducts research and receives training on emerging law enforcement technologies, techniques, and practices to integrate new methods of instruction and assist in continually evolving TECH OPS to match case law, policy, and law enforcement trends and best practices. 4. Maintains administrative records and develops policy, SOPs and course curriculums and provides assistance with law enforcement equipment procurements. 5. Develops liaison and conducts outreach with Law Enforcement (LE) partners and OIG agents in all regions. NOTE:
This is a Temporary Promotion Not to Exceed 4 Years. To qualify for the GS-14 grade level, applicants must possess one (1) year of specialized experience equivalent to at least the GS-13 grade level. Specialized experience for this position is defined as:
Conducting investigations into alleged violations of criminal and civil laws affecting Department of Energy (Department) programs, contracts, and operations; Violations of, or noncompliance with, legislative or administrative requirements relating to Department programs; or alleged violations of Standards of Conduct of Department employees. 1. Knowledge of Federal criminal statues, rules of evidence, court procedures, investigative techniques and strategies, and DOE operations and facilities. 2. Knowledge of operation and maintenance of law enforcement tech and surveillance equipment, such as covert cameras, body worn recording systems, GPS trackers, night vision devices, digital cameras, audio recording devices, consensual monitoring systems, and other LE tech equipment. 3. Knowledge of operation and maintenance of wireless communication devices, such as two-way radios, repeaters, or other wireless communication devices used in law enforcement communications, surveillance, and operational support. 4.Ability to provide expert technical guidance and training related to law enforcement tech equipment.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
