Supply Technician

Provides total supply chain management for various services. Develops sources of supply and commercial contacts in order to plan for both replenishment and new items to satisfy customer needs in relationship to changes in demand, funds, lead time, delivery schedules, changes in customer patterns and marketing trends. Consults with the using service and use prudent judgment in recommending/determining necessary follow-up actions to delinquent orders ranging from extending the due date to canceling the order without assessing damages to pursuing damages against the seller. Monitors all delinquent /discrepant orders and determine appropriate corrective actions and process any required adjustments either verbally or in writing according to sound judgment. Performs research for procurement actions exceeding the delegation provided that no commitments are made and it is made clear to the parties involved that the incumbent does not have general procurement authority. Coordinates actions with other VAPAHCS elements and using service officials on matters of standardization, substituting items when standard items are in short supply or unavailable from the primary source, new items, requisition rescheduling and utilization of warehouse space. Advises appropriate management of the need for additional/supplemental funding in a timely manner and provides justifying documentation based on quantifiable analysis of the situation. Possess procurement activities to include micro-purchases less than $3K with purchase card and delivery orders processed by delegated ordering officer for routine consumable item. Utilizes storage management techniques for ensuring that general storage areas are neat and orderly, that supplies are put away and rotated properly, that items are identified for easy, access, and receipts/usage are recorded/captured using correct conversion factors/issue units. One (1) year of specialized experience that equips you with the particular knowledge, skills, and abilities to perform successfully the duties of this position at the GS-07 level. To be creditable, the experience must have been equivalent to the GS-06 level in the Federal service. To receive credit for these skills, they must be documented in your resume. Specialized experience includes having knowledge of the priorities, commitments, policies and program goals of Logistics, the supported services, the functional and organizational relationships; has understanding of procurement and trade practices with respect to sales, prices, discounts, leveraged buying/volume discounts/economies of scale, delivery/handling charges, budget analysis/forecasting, provisioning, transportation/bills of lading, storage, cataloging, etc., in order to perform materiel management processes; maintains complete, orderly and up to date manual and electronic records; able to interpret and analyze complex inventory/equipment information, reduce such data to clear, concise, articulate oral/written summaries, reports, recommendations and findings; versed in Logistic automation systems such as i.e., (the IFCAP GIP computer system and the various routines therein as they apply to the inventorying and ordering process i.e., fund control point menus/options, IFCAP, GIP, AEMS/MERS, Purchasing Agent's Menu, Control Point Menu, and Requisition Menu). The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
