As a Contract Specialist, you will:
Serve as Contracting Officer with designated signatory authority for contract placement for prime and subcontracts, Interagency Agreements, and financial assistance instruments. Lead and coordinates a group of functional managers in the actual performance measurement process. Serve as a warranted Contracting Officer with a Level III Federal Acquisition Certification in Contracting (FAC-C) within LFO for the administration of the Lawrence Livermore National Laboratory. Lead contract evaluation and payment of award fee, integration, coordination and approval of Work for Others and Other non-DOE funded efforts. SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
demonstrated practical experience in contract solicitation, source selection, contract proposal, evaluation and pricing, contract negotiation, and contract administration. Overseeing M&O contracts for pre- and post- contract/award activities Planning, implementing and evaluating contract actions; developing multi-year performance objectives and performance expectations Maintaining close liaison with the contractor to interpret contractual obligations and to resolve problems Negotiating prices and executing supplemental agreements Assuring contractual compliance with cost accounting standards Developing performance objectives and performance expectations for M&O contractors Your application and resume should demonstrate that you possess the following knowledge, skills and abilities (KSAs). Knowledge of the acquisition system and the federal procurement process, in order to provide authoritative management advice on procurement strategies and plans; to include Federal laws and regulations relating to contracting to determine the significance and impact of the regulations and apply them to the negotiation and administration of M&O contracts. Knowledge of Contract administrative management principles and practices in order to develop innovative contractual language, terms and conditions, to serve as program contractual authority and advisor on the acceptability and applicability of contractual matters related to assigned elements of the LLNL M&O contract. Interpreting legislative, regulatory and policy guidance to determine the effect on the procurement and contract activities. Ability to lead contract negotiations with high level M&O Contractor representatives Ability to communicate orally and in writing in order to prepare and present information concerning procurement and contracts, status briefings and recommendations, prepare complex contract specifications and justifications, develop technical reports and articulate positions in a persuasive manner. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
