As an Safety Systems Oversight Engineer/ Physical Scientist, you will:
Provides scientific/engineering advice, guidance and assistance to National Nuclear Security Administration (NNSA) program offices or site managers on the interpretation and application of technical requirements and policies, evaluation of modifications and/or alternative approaches, and corrective actions as required. Develops internal policy guidance and other documents which may lead to changes in NNSA policy or program direction. Maintains knowledge of latest legislative developments, federal and private sector initiatives, research, development, and technology transfer in assigned area of expertise. Participates in a technical advisory capacity and represents the interests and position of the office, in meetings, panels, and conferences with other federal agencies, state agencies, national laboratories, universities, and/or other stakeholders to present briefings/speeches, evaluate and assess technical research and development reports and plans, and present issues, problems, impacts, and solutions. Responsible for independently making decisions concerning both technical and administrative policies and for resolving controversial problems and/or conflicting points of view concerning the interpretation and application of environmental, safety and health procedures or compliance with applicable orders, laws, and regulations SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level - NN-02 or GS-11 in the Federal service. Specialized experience for this position is defined as conducting technical evaluations of industrial, nuclear or non-nuclear facilities including their design, construction, maintenance and/or operational activities that include three of the following; Performance of documented safety analyses; Adherence to technical safety requirements; Developing design criteria for engineered safety systems; or Operations of systems of such facilities. Apply experimental theories, new developments, and experienced judgment to solve the more difficult problems not susceptible to treatment by accepted methods. Knowledge of property management; project management, budget preparation, cost estimating, design specifications criteria, and safety and health. To ensure implementation of initiatives and compliance with program directives. Knowledge of practices, principles and procedures of program and project management and the ability to apply or modify these practices and procedures to effect appropriate guidance. Capability to exercise originality in anticipating major problems, recognize future program needs, and develop policies, standards, procedures, instructions, and criteria to guide other engineers/subject matter experts in the safety system program Knowledge of applicable Federal standards and directives; relevant industry codes and standards; applicable federal, state and local laws and regulations, and nuclear industry regulatory processes, sufficient to evaluate, interpret, and disseminate their application to operations. Skill in communication sufficient to present issues and recommend solutions to all levels of management. Ability to interact with program officials and contractor program managers and professional staff to resolve issues of broad impact. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
